Every year, thousands of New Jersey businesses write a check to the state. It is a routine obligation, part of doing business in one of the most economically dynamic states in the country. Most business owners never give it a second thought. The money goes to Trenton, and life moves on.
But there is a program most New Jersey businesses have never heard of that changes this equation entirely. It is called the Neighborhood Revitalization Tax Credit, or NRTC, and it allows eligible businesses to redirect a portion of their state tax liability directly to approved community revitalization projects and receive every dollar back as a 100 percent state tax credit. Not a deduction. Not a partial credit. Dollar for dollar.
The money does not go to a general fund. It goes to a specific neighborhood. Specific programs. Specific families.
Here Is What That Looks Like in Real Life
Meet a family in Perth Amboy’s Gateway Neighborhood. They have been renting the same apartment on Smith Street for eleven years. They have always dreamed of owning a home but were not sure where to start. Their credit needed work. They did not know what a mortgage really meant. And they did not have anyone to walk them through it.
They found PARTNER NJ.
Through a free bilingual homebuyer education workshop, they learned what a mortgage actually is, how to read loan documents, what questions to ask a lender, and what steps they needed to take to become financially ready. A HUD-certified counselor sat with them one on one, reviewed their credit history, and built a personalized action plan with them. Eighteen months later, they closed on their first home two blocks from where they had rented for over a decade.
That counseling session, that workshop, that certificate of completion, funded in part by New Jersey businesses that redirected their state tax dollars through the NRTC program.
Empowering Residents
A woman in the Gateway Neighborhood had been in the United States for six years. She spoke some English but not enough to feel confident applying for jobs beyond what she had always done. She enrolled in the free ESL program that PARTNER NJ launched in May 2026 through a partnership with UCEDA Institute. For ten weeks, every Friday, she sat in a classroom on Smith Street and learned. She completed the program. She received a certificate. She applied for a position she had always wanted but never felt ready for.
That classroom. That instructor. That Friday morning. Funded through NRTC investment from New Jersey businesses that chose to put their tax dollars to work in their own community.
PARTNER NJ Cares Work Doesn’t End at Graduation
A homeowner and PARTNER Homebuyers Education graduate in the Gateway Neighborhood woke up one frigid February morning to find her hot water heater had failed. She had bought her home through PARTNER NJ’s Path to Ownership program years earlier. She was proud of what she had built. But the repair was beyond what she could afford that month. She called PARTNER NJ.
Within days, the Home Harmony Home Repair and Stabilization Program had coordinated an emergency repair. A technician came. The heater was replaced. She had hot water by the end of the week at no cost to her.
That repair. That technician. That one call answered. Funded in part by NRTC investment directed to the Gateway Neighborhood Revitalization initiative.
Why This Matters for Your Business
The Gateway Neighborhood is home to more than 5,600 residents, 83 percent of whom identify as Hispanic or Latino. These are the people who shop at local stores, eat at local restaurants, and work for local businesses. They are your customers. They are your employees. They are your neighbors.
When you invest in their community through the NRTC program, you are not giving something away. You are making a strategic decision to strengthen the economic foundation of the market your business depends on and receiving a 100 percent state tax credit for every dollar you direct.
New Jersey’s NRTC program requires contributions up to $800,000. Credits are awarded on a first-come, first-served basis once the Qualified Project Pool is announced. The window opens in late fall. The businesses that prepare now are the ones who secure their investment.
The Bottom Line
Your New Jersey state taxes are going somewhere regardless. The NRTC program gives you the rare opportunity to decide where and to see the difference it makes in real families’ lives, in real neighborhoods, right here in New Jersey.
A homeowner who finally has hot water. A first-time buyer who finally has keys. A woman who finally has the confidence to apply for the job she has always wanted, and many more successes in The Gateway Neighborhood.
This is what a tax credit looks like when it works the way it should.
